Updated July 29, 2026: Strata bylaws, incentive programs, permit requirements and property classifications vary. Review the current strata bylaws, strata plan, municipal requirements and applicable rebate program before equipment is ordered or alterations begin.

A heat pump can be an excellent heating and cooling option for a BC condo or townhouse, but the equipment is only part of the project. Strata approval, property boundaries, outdoor-unit location, sound, condensate drainage, electrical capacity, wall penetrations, room-by-room heating coverage and service access can all affect whether a proposed system is practical.

Do not assume that a balcony, patio, exterior wall or backyard belongs entirely to the individual strata lot. It may be common property, limited common property or part of the strata lot depending on the registered strata plan.

Likewise, there is no universal BC rule saying every strata heat pump needs the same approval process. Individual strata corporations can have different bylaws, alteration agreements and installation standards.

The best approach is to establish property and approval requirements first, then design a heat pump that fits those restrictions instead of selecting equipment first and discovering afterward that the outdoor unit has nowhere legal or practical to live.

Can You Install a Heat Pump in a BC Condo or Townhouse?

Often, yes.

But feasibility depends on both the HVAC design and the property rules.

The Project Needs to Answer Two Different Questions

Technical question:

Can the heat pump provide the required heating and cooling to the intended rooms?

Property question:

Can the required outdoor unit, penetrations, piping, drainage and electrical work be installed in the proposed locations under the strata bylaws and applicable approvals?

Condo vs Townhouse: Why the Heat Pump Project Can Differ

“Strata property” describes several different building forms.

The Province of British Columbia notes that strata housing can include:

Apartment-Style Condo

Common constraints can include:

That means another building’s heat pump approval is not evidence that your building follows the same rules.

Verbal approval from a council member in the elevator is not an ideal foundation for drilling through the building envelope.

In a condo, there may be exactly one.

10. One Indoor Head May Not Heat Every Closed Room

A common condo proposal places one ductless head in the living room.

That may be excellent for the living room.

Current ENERGY STAR guidance points out that heat transfer through an open doorway can be challenging and through a closed door effectively unavailable without another distribution strategy.

11. Electrical Capacity Must Be Checked

12. Heat Pump Work Requires Applicable Permits

Technical Safety BC currently identifies residential heat pumps as regulated equipment.

Electrical Permit

In most residential installations or upgrades, an electrical permit is required.

Five or More Residential Units Can Change Refrigeration Regulation

Technical Safety BC states that a residential heat pump also becomes regulated refrigeration equipment under additional requirements when:

  • The prime mover exceeds 5 kW rated capacity, and
  • The heat pump is installed in a residential building containing five or more self-contained residential units, or the system uses toxic or flammable refrigerant.

This Can Be Particularly Relevant to Apartment Buildings

The contractor should determine which technical regulations and licences apply to the selected system and building.

Gas Equipment Removal

If the project modifies or removes a natural gas furnace or boiler, applicable regulated gas work and gas permits must also be addressed.

13. Condo Heat Pump Rebates Have Their Own Current Requirements

Do not apply a detached-home rebate article automatically to an apartment condo.

Current Energy Savings Program Condo and Apartment Pathway

For invoices dated on or after July 6, 2026, Better Homes BC currently publishes a separate income-qualified Condo and Apartment Rebate pathway.

Current Eligibility Includes Pre-Registration

Eligible participants must pre-register and receive an eligibility code before installing the upgrade.

Current Heat Pump Requirements for Electric Conversions Include:

  • The existing primary heating system must meet the program’s electric-heating requirements.
  • The heat pump must replace qualifying hard-wired electric heating.
  • The heat pump must serve a main living area.
  • The system must meet the program’s heating-capacity requirements for the area served.
  • The equipment must have the required AHRI reference and be on the applicable qualified product list.
  • The installation must be completed by the required Registered Contractor.

Current Program Has Specific Existing-Heater Rules

Under the current condo and apartment electric-conversion pathway, existing hard-wired heating serving the heat pump area generally needs to be decommissioned, with an exception where supplemental heating is required under the program’s design conditions.

Do Not Remove Heating Before Eligibility Is Confirmed

The program rules are precise enough that improvisation can become an expensive administrative hobby.

14. Townhouses Are Not Automatically Treated Like Apartment Condos

A townhouse can be strata property without necessarily falling into the same incentive category as an apartment-style condo.

These are related but not always identical.
